The public is invited to attend City Council meetings, which are held at 6 p.m. on the first and third Wednesday of the month in the City Council Chambers, 311 Vernon Street.
The City of Roseville is a Council-Manager form of government in which responsibilities are vested in the City Council and the City Manager.
In this form of government, the City Council’s role is that of a legislative policy-making body which determines not only the local laws that regulate community life, but also determines public policy and gives direction to the City Manager.
The City Manager administers the affairs of the city government in a businesslike and prudent manner.
In 2019, the City transitioned to district-based elections. Prior to that, the Charter called for at-large elections, with the highest vote-getter becoming the next vice mayor for two years, then the mayor for two years.
In 2020, Roseville voters approved several changes to the City charter, including having the role of mayor rotated among the districts. It was determined by drawing straws that the rotation would begin with the councilmember elected in District 3 serving for a two-year term beginning in December 2022, with the councilmember elected in District 4 serving as vice mayor during that time, and continuing numerically.
