Background
In 1972 the Clean Water Act (CWA) established the National Pollution Discharge Elimination System (NPDES) to regulate the discharge of pollutants into waters of the United States. The US Environmental Protection Agency (EPA) authorizes the State Water Resources Control Board (SWRCP) to issue local stormwater NPDES permits to all municipal separate storm sewer systems (MS4s) within California. These stormwater permits outline compliance and timing requirements for the implementation of water quality mandates within local jurisdictions.
Roseville's NPDES permit requires that stormwater treatment BMPs (Best Management Practices) on private property be properly maintained to comply with the City of Roseville’s Municipal Code (RMC) on an annual basis. A copy of the RMC is available at http://qcode.us/codes/roseville.
Stormwater treatment BMPs are used to reduce, clean, infiltrate and/or capture urban runoff, thus preventing water pollution in our local waterways. They are designed and specified per site, ranging from functional landscaped areas to accessible underground treatment structures, for improving water quality entering our waterways.
City of Roseville SWQ Maintenance Permit
Roseville’s Stormwater Quality (SWQ) Maintenance Permit applies to both new development as well as existing facilities. An approved maintenance plan is to be submitted to the City during the development process. New sites also require a maintenance agreement specifying the legal responsibilities of stormwater maintenance to be attached with the legal parcel deed documentation.
Each site/facility must annually submit SWQ renewal documentation to the City of Roseville. These can include 3rd party inspection reports, completed form(s) and photographs demonstrating the BMPs have been annually maintained per manufacturer or design engineer recommendations.
Upon confirmation of these documents, the property owner will be issued a stormwater permit by the City of Roseville certifying that on-site stormwater treatment has been appropriately maintained.
