If you are having trouble paying your utility bill, please call us first. We can assist you in creating a payment arrangement, extending your due date or making a partial payment. We also offer several other options to help you manage your payments:

Electric Rate Assistance Program (ERAP):

With expanded income eligibility, even more residents can qualify for our Electric Rate Assistance Program and receive a 20% discount on electric service.

Enroll in budget billing

Enjoy a consistent and predictable monthly utility payment throughout the year with our Budget Billing program. To mitigate the spikes in your utility bill caused by seasonal changes, budget billing calculates your average monthly usage, based on the past 12 months, and allows you to pay the same amount month after month. After 12 months on budget billing your account will true-up and a new budget amount will be calculated for the next year.

Water service disconnection exemption

Program details and application

If you are having trouble paying your water utility bill, complete the Water Service Disconnection Exemption Program Application and submit it to the Utilities Customer Care office at 116 S. Grant St. on or before the final date to pay to avoid service interruption.

Please be advised, the program application requires proof of income, a doctor’s approval, and willingness to enter into a payment arrangement.

Medical Electrical Rate Assistance program web icon

Program details and applications

Residents meeting certain income and medical device use criteria may be eligible for a 50% discount on the first 500 kWh and 20% on all other kWh electric usage. Please click on this form link for more information and to complete the Application / Aplicación

Medical Notification Program: Residents can notify the City of Roseville of the residential use of essential medical support equipment. This program allows the City to comply with the California Public Utility code 10010. Please click on this form link for the Medical Equipment Notification Form (You will need to download the form to complete the signature fields).

Learn your payment options

If you are unable to pay your full past due balance by the final date listed on your reminder notice, please contact our office to discuss payment options. Partial payment amounts or payment arrangements are subject to change monthly. You must contact our office by phone or in person before the final date to pay in order to make arrangements and avoid disconnection.
